Payment service directive 2 – how it impacts online payments

Secure online shoppingThe EU Payment Services Directive (PSD2) comes into effect in September 2019. It requires that all ecommerce transactions are processed using an industry standard protocol like 3D secure.

As the legislation affects all electronic payments in European Economic Area, this may change how you purchase online.


Last year (2018) there was a 19% increase in unauthorised credit and debit card payments in the UK according to UK Finance. The existing PSD legislation falls short in protecting these transactions as it doesn’t cover cross border payments, for example.

The PSD2 legislation is wide-ranging. Part of the legislation is intended to make payments safer and more secure, enhancing protection for consumers and businesses.

What’s changing

All online transactions should have multi-factor or two-factor authentication, which is two or more of the following:

  • Something you know – like a pin
  • Something you have – like a card or smartphone
  • Something you are – for example a fingerprint

This is to make sure that it is you who completes a transaction, making it harder for fraudsters.

You might be used to seeing your bank’s 3D secure page occasionally while making a transaction. If you haven’t, they look like this:

From September every transaction will be sent for authentication. So, you may see the Verified by Visa or MasterCard Secure code page more frequently while shopping online.

Our payments provider, SagePay, state that they expect 5-10% of online transactions to be directed to the 3D secure page, making the impact minimal.
